Tirupati : Serious allegations of irregularities in appointments, promotions, and administrative functioning have surfaced at Sri Venkateswara Vedic University (SVVU), Tirupati. University employees and Vedic scholars have alleged that statutory rules and government norms have been violated in recruitment and promotions, and have demanded a high-level vigilance inquiry by the Andhra Pradesh Government and the Tirumala Tirupati Devasthanams (TTD).
According to the complainants, the alleged irregularities involve compassionate appointments, promotions without mandatory approvals, administrative lapses, and potential risks to the confidentiality of key university recruitment processes.
Questions Raised Over Compassionate Appointment
The complainants alleged that government rules governing compassionate appointments are intended to provide employment only to financially distressed families of deceased employees. They further claim that such appointments are not applicable in cases where the deceased employee was serving on re-employment after retirement.
Despite these provisions, they alleged that S.Y.V.R. Krishna was appointed as a Junior Assistant under the compassionate appointment category, even though his family allegedly owned substantial assets, operated a trust, and was receiving pension benefits. They have questioned how such an appointment was approved and have demanded a detailed investigation.
Permanent Post Under Scanner
University employees further alleged that the university has never established a permanent non-teaching cadre since its inception. They questioned how a regular permanent post was allegedly granted in the absence of a sanctioned roster and permanent cadre structure.
Promotion Without Statutory Approval?
The complainants also alleged that promotions require mandatory approval from both the Finance Committee (FC) and the Executive Council (EC) under university regulations.
They claimed that despite the absence of final approval from the Executive Council, Krishna was allegedly treated as a Senior Assistant. They further questioned his subsequent appointment to the Gazetted post of Assistant Registrar within a few months of joining the university.
Administrative Functioning Under Criticism
Employees have also raised concerns over the functioning of the Registrar’s office, alleging administrative inefficiency and unauthorized handling of official files. They claimed that important administrative decisions and file processing were allegedly being influenced by individuals without the required authority.
Additional allegations include irregularities in departmental administration, procurement processes, temporary appointments, and hostel management. However, these allegations have not been independently verified.
Concerns Over Confidential Recruitment Process
The complainants expressed concern that the confidentiality of ongoing recruitment processes, including the appointment of the Vice-Chancellor and other key university positions, could be compromised if proper administrative procedures are not followed.
They stated that application details, screening committee proceedings, and evaluation records must remain strictly confidential to ensure transparency and fairness.
Demand for Vigilance Investigation
University employees and Vedic scholars have urged the Andhra Pradesh Government and TTD to initiate a comprehensive vigilance inquiry into the allegations.
They have demanded:
- A thorough investigation into the compassionate appointment of S.Y.V.R. Krishna and appropriate action if any violations are established.
- An inquiry into the alleged promotions granted without mandatory approvals from the Finance Committee and Executive Council.
- Investigation into alleged administrative irregularities within the Registrar’s office.
- Measures to restore transparency, accountability, and credibility in the university’s administration.
